The University of Iowa Public Policy Center is conducting a national study to evaluate public response to the new mileage-based road user charge system. This system could one day replace the gas tax. We are looking for participants to help us develop and test the best possible system for vehicle drivers.

I plan on using a GPS to navigate trails, and count my mileage on horseback. I am a trail guide for a horse pack station and our trails go through high mountains and thick trees. I don’t plan on spending more than 0.

I tested a couple of portable GPS devices against the odometer of my Highlander hybrid and found about 3 to 5 miles difference while driving on the freeway. City driving showed less difference, however. GPS showed less distance traveled. Has Toyota or other manufacturers made any comments bout this or are this unique to my vehicle.
The implication over an extended period is faster use of warranty mileage and also depreciation of vehicle based on use.
